JOB SUMMARY
Under the direction of the Energy Assistance Program Director, this position is responsible for coordinating and implementing and the tracking of the Energy Assistance Program, A16, and Energy Related Repair Program (ERR).
Perform and oversee the application certification/intake duties, assist in creating department goals, reviewing staff performance and respond to ERR calls during as well as after hours, procurement mechanical contractor proposals, maintain program databases, monitor funding and oversee as well as perform A16 activities.

Associates or Two-Year College Degree
Education may be waived with significant job related experience

PRIMARY DUTIES & RESPONSIBILITIES

Area 1: Program Operations
•
Reviewing staff performance
•
Creating and maintaining departments goals and objectives
•
Assist with the general operation of the Energy Assistance Programs, such as directing the work activities of program personnel and project resources to maximize the service available to applicants.
•
Responsible for supervising the staff to achieve department objectives.
•
Working knowledge of Microsoft Suites, Excel, and PowerPoint.
•
Must be able to prepare reports and gather information data to monitor the processes
•
Be aware of and actively refer households to other programs which may increase their self-sufficiency,
•
Assist with Energy Assistance intake process or other clerical functions as necessary
•
Gather data and other information related to EAP at the request of the Executive Director/EAP Director.
•
Review all work and data entry for accuracy for others and or self
•
Ability to maintain records, prepare written documents and other materials both hard copies and electronically.
•
Will be placed on a rotating schedule to respond to after hour emergency calls relative to heat related emergencies.
•
Assist with electronic document imaging/filing system when necessary.
•
Must be able to work under periods of demanding workloads due to the seasonal operation of the program
Area 2: Program Compliance
•
Understanding and accurately applying all Federal and State Program Regulation pertaining to the Energy Assistance Program application and certification process.
•
Ensure timelines are met for services within the Federal and State guidelines, including immediate action to restore households in no-heat/life-threatening situation
•
Certifying household applications and promptly responding to crisis events within the emergency timeline, guaranteeing accurate benefits before disbursement.
•
Required to submit, implement processes, and track A16 activities, Reach Out for Warmth and Caring Members
•
Monitor all application status processes and ensure compliance with vendor and contractor agreements.
•
Assist in gathering and completing vendor monitoring activites.
Area 3: Program Communications
•
Proficient in working with the public, contractors, vendors, and other Energy Assistance Services Providers and staff throughout the agency and the EAP department by email, phone, or face-to-face.
•
Assist in outreach efforts to groups in inform them of the Energy Assistance Program, i.e., presentations, news releases, etc.
Area 4: Development Assistance
•
Ability to develop training and processes to assist with staff performance and productivity

Must have valid driver’s license and current auto insurance coverage in compliance with Minnesota State guidelines on the vehicle used for work related travel.
