JOB SUMMARY
This position will be responsible for on-going planning, development, management and oversight of multiple programs/projects including, but not limited to: Emergency Housing, Support Services, Application Assistance (Social Security, Supplemental Nutrition Assistance and MNsure), and Income Tax Assistance which promote self-sufficiency for lower income persons throughout the service area. This position will have direction and supervisory responsibility over the Agency’s Community Services Department.

Education
Bachelor’s Degree
Bachelor’s degree in a related field equivalent knowledge base gained through lived experience or through formal schooling, independent study, short course or other applicable arrangements.

Education may be waived with significant job related experience

PRIMARY DUTIES & RESPONSIBILITIES
This job description is not intended to be all-inclusive and employee will also perform other reasonably related business duties as assigned.
Area 1: Program Operations
Develop written operational plans, systems and procedures to guide implementation of assigned programs/projects.
Develop and manage program budgets to ensure cost control and attainment of revenue goals.
Responsible for: grant writing, program development, work plan development, long range planning, program reporting, compliance reports and other activities as required for resource development and program compliance.
Prepares professionally written materials including grants, research reports and public information documents.
Monitor assigned program and departmental expenditures to ensure that expenditures are consistent with all operational regulations and within approved limits of work plans and funding sources.
Maintains awareness of program activities on Agency-wide basis so as to prevent overlapping and duplicative services and to maximize potential inter-agency coordination and joint programming.

Area 2: Program Compliance
Ensures that the Community Services Department operates within applicable laws, regulations and performance standards as prescribed by Federal, State and/or other funding source regulations and, in accordance with Agency policies and procedures.
Maintain accurate records and complete documentation of program activities assigned.
Keep all computer files on the Agency network.

Area 3: Program Communications
Establish and maintain effective working relationship with funders, staff, government officials, community organizations and the general public.

Area 4: Development Assistance
Keeps abreast of programming innovations, successful models in service delivery, community development and potential funding streams.
Perform research necessary for program development. Collect and analyze data. Analyze legislative and administration documents for potential funding to meet the needs of target population.

Area 5: Work Knowledge
Must be able to work under periods of demanding workloads due to seasonal operations of the program(s).
Must be able to prepare reports and gather and evaluate program data.
Working knowledge of computer systems; personal computer, internet, and client tracking systems.
Must possess supervisory skills; administrative experience in a supervisory capacity is preferred.

Must have reliable transportation.
Must have valid driver’s license and current auto insurance coverage in compliance with Minnesota State guidelines on the vehicle used for work related travel.
Travel for completion of job duties, trainings and meetings as required.
